Transgender, unlike transsexual, is a term for people whose identity, expression, behavior, or general sense of self does not conform to what is usually associated with the sex they were born in the place they were born. It is often said sex is a matter of the body, while gender occurs in the mind. Gender is an internal sense of being male, female, or other. People often use binary terms, for instance, masculine or feminine, to describe gender just as they do when referring to sex. Edit: So he wants money to escape Saudi Arabia. He does not need Absher permission. In this case, he can apply to study in South Korea on a scholarship or in Russia. Russia offers a better education, but you need to pay for your flight (we can do a fundraiser) and you need $300 a month to live like a king (or a queen, or anything in the middle) and Korea teaches you a year of Korean (while paying for flight and visa, but you need good grades and with Russia you do not) and then you get your Bachelors or Masters taught to you in English at an American university.

If he cannot reply in English, his English probably isn't sufficient for studies in Korea. Russia, however, teaches you the Russian language (I have had many Arab girls who speak accent-less Russian after two years of living there) and teaches you in the Russian language, and you get a European diploma from a European university when you finish your studies, so he can apply for citizenship and legally migrate to Europe

Well, you want to get out of Saudi Arabia? Go to Russia, or Korea. Get yourself a degree, claim asylum and then you'll have friends, an education, money - a base, and then you can move abroad to wherever you like.
