And it stated that if contract rules are broken (like leaving the job )
Then there is penalty which is fee to pay
So if I’m going to seek asylum in safe country while I’m having work contract in my origin country ?
Would that cause me a trouble ?
Do I have to pay still?

I have a similar question, what happens to the married women who flee the country without giving the dowry back to their husbands, since Saudi law says so? Is it considered theft if a woman gets married then runs away in honeymoon period with the dowry or even after years of being married? And she could be in troubles with both governments for that?

Answer to both qeustions above:
There will be no effect on asylum process as long as you have enough asylum motives.
Anyone can file a civil case against you in a court in asylum country. No lawyer will be able to predict the outcome as it depends on the specifics of the case.
After more than two years of supporting asylum seekers, I haven't heard of any such a civil case probably because lawyer fees exceed the expected gains by the plaintiff.
